DHADI DARSHAN --- NOT THE SOLE PROJECT THAT WENT WRONG IN ODISHA

Justice is the elixir of life. Craving for justice perhaps was one of the primary motivations for man to create the State. Preamble to our Constitution mentions about our solemn resolve to constitute our country to a sovereign socialist secular democratic republic and secure to all its citizens justice, liberty, equality and fraternity. Among the four primary obligations we have set upon ourselves and resolved to ensure; Justice has been assigned the top position.  Justice has to be ensured in social, economic and political spheres.

People seek Justice --- social, economic and political-- from the Courts. Courts are our Temples of Justice; they secure our freedom, protect us against injustice. We seek its protection against onslaught on our liberty of thought, expression, belief, faith and worship; we pray to court to ensure that we enjoy equality of status and opportunity. While I write, the working of the highest Court of the state—the High Court--- stands severely affected for two months due to strike by lawyers who reportedly are aggrieved over alleged police excess in some matter. A matter of this nature, involving a citizen and the police, comes under the purview of state’s executive organ. The impasse, however, continues. For a long time, courts in Sambalpur are unable to function normally, again over certain grievances. Here again the state has been witnessing the impasse that has been causing untold misery to the litigant public.

A word about the situation in the area of economic justice would be relevant. A review of the implementation of the Forest Rights Act,2006 --- a law in force for 12 years -- till August, 2018 indicated that out of 5,362 Community Forest Resources claims received by government, 3,525 claims have been settled and Titles had been distributed for 2,826 cases. Despite the district level committee being headed by the Collector, it takes long time to hand over Titles to the claimant villagers. Out of 2,826 Titles distributed, demarcation had been done only for 300 Titles in the concerned villages. Sadly, correction of record has not been made even in one case so far. Analysis of individual claims under the Act is also indicative of the lack of dispatch.  Forest Rights Committees (FRCs) filed 6,10,219 individual claims. District Level Committees (DLCs) headed by Collectors disposed of 5,78,265 individual claims. DLCs rejected as many as 1,46,107 individual claims.  4,20,992 individual titles have been distributed. Records of Rights have been corrected only for 1,31,483 individual titles. Though the Act mandates that titles can be given up to 10 acres, the average extent of land per title is only 1.5 Acres.

Urbanisation in Odisha has remained slow. Around 85% of its people still live in villages. By itself it may not be a conclusive indicator of the state's slow development. With a predominantly rural population, it is still possible to have an affluent economy with the state's population living mostly in prosperous villages. If, however, most of the villages continue to be poor with little productive activities, it indicates inadequacy of development.  As of now, public sector Banks have 1493 Branches in the state's rural areas and the private sector Banks have 181 Branches. The two Rural Banks in the state have 839 Rural Branches and the Cooperative Banks have 170 such branches. Total number of Rural Branches in the state therefore is 2683 out of the total of 5108 Branches in the state of all the Banks put together. The state has 6799 Grama Panchayats and about 4600 of them, as of now, have no presence of Banks in their area. This is an indicator of the low level of economic activity in the greater part of our rural area. On the other hand, liquor is available everywhere, in plenty, even in unbanked Grama Panchayats. We can ill afford not to take notice of this harsh reality. It is a matter of concern that a Regional Party in power for close to two decades has failed to bring in wealth into the bulk of the state’s households. It seems its people has been managed to be in peace with poverty with small state-sops.

With the constitution of the   Mahanadi Water Disputes Tribunal the ruling Party and its Supremo seem to be resting on laurels and the issue of the mighty River’s untapped irrigation potential seems to have been decently buried. Following the wide-scale hue and cry over inaction of the state government in utilising the Mahanadi water downstream Hirakud, there was an announcement that Government would build six Barrages on the River downstream Hirakud and twenty-two Barrages on different tributaries of the Mahanadi. And they seemed to have been happy that their responsibility on utilisation of Mahanadi water has been discharged with this announcement. The need of the state for irrigation through optimum utilisation of the Mahanadi water has hardly been appreciated. Nor is any concern discernible about the future of the Hirakud Irrigation system fifty years down the line. Will not the present command area of Hirakud and Delta Irrigation be severely compromised if the prevailing mindset of the government continues? We cannot ignore the relevance of new Dams in the Mahanadi. The issue of rehabilitation and submergence notwithstanding, Andhra Pradesh is going ahead with the mammoth Polavaram Project. We have hardly done anything in tapping new hydro potential. Three Barrages were contemplated on the Mahanadi between Hirakud and Sonpur to use the hydro-potential which could have been used as peak load power plants. Little seems to have been done in respect of the hydro potential of the Baitarani.

The lacklustre performance over the Mahanadi issue notwithstanding, Naveen Patnaik has reasons to be happy about what he has been able to achieve. He has successfully stalled a CBI investigation into the mining scam; Chit Fund investigation seems to have been buried and the BJD Supremo has reasons to claim that his Party’s incorruptibility stands vindicated. He has gone ahead with the State’s own schemes on Food Security and Health Insurance. He has promoted Hockey the way no one did before. Bhubaneswar is being publicised as the Sports Capital and at least, his core admirers believe it. He is focussed on his electorate and every effort is made to make him look as a transformational leader. In full-page advertisements of the state government published in national and local newspapers, pictures of a few major bridges inaugurated recently by him are shown with the Chief Minister as the sole pedestrian on the long-bedecked Bridges.

People of the state, who would have been eligible under the comprehensive health insurance scheme of Ayushman Bharat Yojana, seem to have been deprived of the advantages the scheme offers merely because the Odisha has not joined the scheme and has launched its own. The state scheme costs the state much more and gives much less to the clients; yet the state government has not heeded to the plea of the Prime Minister.

“Dhadi Darshan”, a system of visiting the Shri Jagannath Temple in Puri in queue was introduced without adequate discussion with the stakeholders. It led to widespread inconvenience and  resentment leading to widespread violence in the temple-city. The practice was hastily done away with leaving deep scars on the historic Baish Pahacha of the Temple and the psyche of millions of devotees. The government preferred to turn a Nelson’s eye to the safety of the Temple Treasure in the Ratna Bhandar even after knowing that the keys to the Bhandar have been missing. The first thing that should have been done with alacrity was to have a supervised entry to the Bhandar, take stock of the treasures found, checked the treasures with the list of inventories prepared some years ago and mounted a hunt for the missing treasure if anything was found missing. They preferred a Commission of Inquiry to ascertain the circumstances that led to the missing of the Keys.

Before the state is in a state of euphoria over World Hockey show beginning in Bhubaneswar, Sundari, the Tigress, bought by the state government at a huge price from a sister state, is on a killing mode and the second person is dead. Satakosia region now tense. In stead of the jungles of the Satakosia reverberating with tiger roar  as the state government had thought the progenies of Sundari and her partner would bring about, it now human anger the state government is to content with.

Biju Janata Dal and its Supremo would be perhaps facing the toughest political fight in the next Election not far away. Other Parties seem to be much better prepared this time than they ever were and detractors of the present regime are increasing every day.

DECONGESTING THE RAILWAY PLATFORM




I welcome the move of India Rail to decongest railway platforms. They are moving to remove a few iconic Book Stalls from the platforms.
I wish them luck. We however get conflicting signals from other areas. For example, Airports , particularly, the new and swanky ones, are keen on giving a shopping mall feel to the passengers after they have had their security check. Once they  are in, they browse books; break bread, some try new pairs of shoes; pick up  new vanity bags. The kids accompanying parents soon get lost in stalls selling toys. Unlike the railway platform , the customers in the sprawling malls, close to the departure gates, mercifully, have no crowd that comes to see off the boarding passengers.
India's trains on the platforms waiting for the green flag signal of the Guard, keep holding in different coaches a large number of non-travelling well wishers of boarding passengers who cause inconvenience to genuine passengers but they hang on till the last moment. Even a few wait longer , and choose to slowly get down only after the train has started moving.
I am for decongesting--- be it railway platform or sewers of my town-- even though in Indian context this attitude looks a bit bold and is likely to cause excitement with overtone of resentment. We, however. need to appreciate that decongesting efforts have succeeded at many places and have made our country look just fabulous at these places. You may remember the famous Jama Majid of Delhi before and after decongestion. Experience the Heritage Walk in Amritsar; spend sometime on the Sabarmati River front, experience the Eternal India on the renovated ghat of Varanasi. You will realise the refreshing change decongestion has brought about.
Congestion, by and large, is the outcome of greed-- when a few grab a common asset for exploitation. Through decongestion do we restore its glory, improve its accessibility and empower it to bestow its charm on everyone.
On the flipside, decongestion is an activity I would assiduously plead for to sweep the cell-phone universe as well. Here the drive has to be two pronged. We must make homo-sapiens realise that it is absolutely safe for a human being to live with one phone only. A monogamous discipline (between human and phone) would hopefully contain the number of phones in the world. The other area needing decongestion is the body of a smart-phone itself. The device has lost its simplicity long ago. It has become a versatile computer. An elaborate phone today has been fast transforming human beings to machines. We must stop this. Our efforts should be to transform it again to a simple and austere phone; light to carry, sweet to talk into, sweeter still to listen into.

WITH THE OPHTHALMOLOGIST


Someone at the back was describing in detail how his companion performed badly in the test and didn't even read some alphabets and numerals rightly. His indictment over phone didn't stop at that. He, now in a derisive tone, even said how the companion read "U" as "O"; "M" as "N" "4" as "9" !! I shouldn't have enjoyed it; but being an ordinary mortal, I did.
Soon thereafter, someone from the Ophthalmologist's chamber showed up and announced my name. By then, I had spent close to fifteen minutes in the waiting hall. The Doctor, a young cousin of mine, looked at the report and smiled.
I came to know from him that the some of the functions of the Eye Field Testing machine are guided by artificial intelligence ( AI) that enables the machine to ignore three incorrect responses from the patient but records the vision to be deficient at a spot only when the same response is repeated the fourth time. He therefore advised me that when I sat before the machine next time, I should not be in a hurry and make false responses.
 He smiled again; this time to announce that my eyeball had strayed away from the target three times during the test. The Report however revealed my eyes to be in fine shape. The words of my young cousin were laced with advice and mild humour.
I looked at the nice picture of God on the wall of the Doctor's chamber and promised not to enjoy when someone's frailty is made fun of by an unkind person.
Three years ago, I had yet an interesting experience at this place. That morning my wife had an appointment with the ophthalmologist cousin. We went to him. His place was crowded. The long waiting hall had no vacant chair. We waited for a while and then got two vacant chairs.  A big screen- flat tv was beaming some programme on silent mode to keep the waiting crowd silent. Both of us were sitting quite many feet away from the tv set. The news scroll was about CBI raids at 18 places in connection with the Chitfund scam. A familiar name was showing repeatedly. His place had been raided as well.  Surprisingly I was able to read every moving alphabet on the screen from a great distance. I realised that even a person’s ageing eye could see well if he wants to read what he had been waiting for to read. In the process I had put my eyes to a vision test as well. I gave up my plan to show my eyes to the doctor. He checked up my wife's eyes and we were about to leave when my wife talked for a while about our cousin’s wife, their two children and his mother. Since there was no visitor waiting for him, we spoke for a while and I spoke to him about the on-gong CBI raid. I also mentioned about a very important person’s premises being raided. He was too busy with his patients to take note of the happenings in the world around. I told him how I came to know about this incident from the tv news as I was watching the television in the waiting hall. I also told him how the television set had helped me to read words showing in the television set. The experience was a vision test for me, I told him and suggested to him to remove the tv set as otherwise he may be losing patients like me. All of us had a loud laugh.

ଭାବନା ବାଙ୍ଗାଲୋରରେ ସପ୍ତମ ଶ୍ରେଣୀରେ ପଢେ | ଆମ ଦେଶର ଲକ୍ଷଲକ୍ଷ ସ୍କୁଲ ଛାତ୍ରଛାତ୍ରୀଙ୍କ ଭଳି ଭାବନା ମଧ୍ୟ ଦୀପାବଳିରେ ବାଣ ବ୍ୟବହାର ପସନ୍ଦ କରେନାହିଁ | କାଲି ଭାବନାର ବାପା ଅଫିସ କାମରେ ବ୍ୟସ୍ତ ରହି ବାଣ କିଣି ପାରିନଥିବାରୁ ଭାବନା ଖୁସି ହେଲା | ତା ମା କିନ୍ତୁ ଦୀପାବଳିରେ କିଛି ବାଣ ଫୁଟେଇବାକୁ ଚାହୁଁଥିଲା | ମୁଁ ତା ମାଆକୁ କହିଲି ," ସବୁ ଦୀପାବଳିରେ ଆକାଶକୁ ଆମ ଲୋକମାନେ କେତେ ବାଣ ଛାଡୁଛନ୍ତି : କେତେ ବୋମା ଫୁଟୁଛି ପ୍ରତି ବର୍ଷ | କାହା ବିରୁଦ୍ଧରେ ଆମେ ଯୁଦ୍ଧ କରୁଛେ ?  ଶତ୍ରୁର ପାଲଟା ଜବାବ କେବେ ଆମେ ଦେଖିଛେ ?" ସେ ଆଶ୍ଚର୍ଯ୍ୟରେ ମୋ  ଆଡେ ଚାହିଁଲା | ମୁଁ କହିଲି "ତୁ ବଡ ହେଲୁଣି , ପିଲାଙ୍କ ଭଳି ଆଉ ବାଣ ଫୁଟେଇବା ସପକ୍ଷରେ କହନି | ଆମ ପରିବେଶରେ ପ୍ରଦୂଷଣ ବଢି ଚାଲିଛି ; ଆମକୁ ବାଣ ପରିହାର କରିବାକୁ ହବ |" ସେ କହିଲା , " ମାମୁ , ତୁମେ ମୋ ଝିଅ ଭାବନା ଭଳି କହୁଚ |ଭାବନା କହେ , " ଖରାପ ପିଲାଏ ବାଣ ପସନ୍ଦ କରନ୍ତି |" ମୁଁ ତାକୁ କହିଲି " ତୁ କଣ ଭାବୁଚୁ ଆମେ ଖରାପ ପିଲା ଥିଲୁ ? ଆମ ଦେଶରେ ଗୁଡ଼େ ଲୋକଙ୍କର କଣ ହେଇଚି କେଜାଣି , ଆମର ସବୁ ପ୍ରଥା , ସାମାଜିକ ବ୍ୟବହାର , ପୂଜା ପର୍ବାଣି କୁ ନାକ ଟେକିବା ତାଙ୍କ କାମ |" ମୁ ଦେଖିଲି ଭାବନା ର ମା  କାଲି ଦୁଇଟା ବାଣ ଫୁଟେଇ ପାରି ନଥିବାରୁ ଭାରି ମନ ଖରାପ କରିଛି | ମୁ ତାକୁ କହିଲି, " ଏଇ ଢ଼ୋ ଢା ରେ କଣ ଲାଭ ହେଉଛି ମୁଁ ଜାଣି ପାରୁନି | ଏଥିରେ ସମାଜ ର କି ମଙ୍ଗଳ ହେଉଛି ମୋତେ ବୁଝେଇଲୁ |" ସେ ରାଜିହେଲା | କହିଲା , " ମାମୁ , ଆମ ଦେଶର ସୁରକ୍ଷା ପାଇଁ ସୈନ୍ୟ ଦରକାର ନା ନାହିଁ ?" ମୁଁ କହିଲି "ଦରକାର" | ସେ କହିଲା, "ମୋତେ ଯଦି ସୀମା ସୁରକ୍ଷା ପାଇଁ ବନ୍ଧୁକ ଦିଆଯିବ ଆଉ କୁହାଯିବ ଶତ୍ରୁକୁ ମାରିବା ତୋ ଦାୟିତ୍ୱ , ମୋ ହାତ ଥରିବ ଆଉ ହାତରୁ ବନ୍ଧୁକ ଖସି ପଡିବ | ସବୁଲୋକ ଦୁର୍ଦ୍ଦାନ୍ତ , ସାହାସୀ ହେଇ ପାରିବେ ନାହିଁ ; କିନ୍ତୁ ସେମିତି ଲୋକଙ୍କର ଆବଶ୍ୟକତା ଅଛି | କିଛି ଲୋକ ବାଣ ଫୁଟାନ୍ତୁ ; ହାବିଳି , ରକେଟ ଛାଡ଼ନ୍ତୁ ; ନିଆଁ , ଧୂଆଁ, ଶବ୍ଦ ସାଙ୍ଗରେ ଖେଳନ୍ତୁ; ଆଉ ସାହାସୀ ହୁଅନ୍ତୁ | ସବୁ କଥାର ମର୍ମ ନବୁଝି ଖାଲି ନାକ ଟେକିବା ପ୍ରବୃତ୍ତି ମୋତେ ଭଲ ଲାଗେନି |" ମୁଁ ତା ଘରୁ ଆସିବା ବାଟରେ ଭାବୁଥିଲି ଭାବନା ଠିକ ନା ତା ମା ଠିକ |

RECIPE FOR POWER

Yesterday I met a young friend after a function. He is into international consultancy. The young man's analytical ability and power of expression have always been impressive.. He dislikes incompetence but is never an escapist. He is no high-flyer either. A happy family-man, he felt relieved when he rejected a lucrative job offer abroad. I think he told me about the closure of a few offices of International Donor Agencies in Bhubaneswar. My thoughts soon travelled to the Bore-Wells we sunk in saline belt of the state in early Eighties while I was Secretary in Housing and Urban Development Department in Government of Odisha. "Saline Sealing" was a welcome term I learnt. DANIDA was associated in the programme. DFID worked with us in Health, Education, Power, Administrative Reforms and Livelihood sectors.
Since the State's present development status is acknowledged far and wide, it was only natural that Donor Agencies would be in greater need elsewhere. Though I viewed the closure of these offices at Bhubaneswar as an inevitability of "development" of the state , there was a tinge of remorse for having lost a few friends.
In the evening before I retired, I checked up the mail- box. One mail was positively irritating. It was from one of those offshore scamsters who held out billions of dollars waiting for me. I quickly sent the message to the gutter; but I suspect it made an impact on me. It got into a complex chemistry with the news about the closure of donor offices in Bhubaneswar and got into my mind. The result was a Dream that I had last night. Before I forgot it, I thought of writing what it was about. Characters in a Dream can never be real. Dreams can be scary but can never be malicious either
The Dream:
Boss has reportedly started scrutinizing proposals received from international consultants appointed through a Search Committee that, people say, comprised Bhai and Bhatija. Since he is remaining awfully busy in serious matters, both mundane and spiritual, he no longer is able to concentrate on any minor subject written in fine print of more than 100 words. He has engaged a Visnhu Sharma who goes through the suggestions of the consultants, prepares a short version of them and presents the essence of the summary in a couple of sentences while the Boss is at the best state of receptiveness. Some say Vishnu Sharma does not place all the proposals before the Boss. He decides which ones and how many and when.
This time Boss wants the best programme that would fetch the maximum number of votes. He has been one of the best political managers of the country and has a knack of sensing what people love to have. He however does not underestimate his rivals and thinks on what they think. Rice scheme could be hijacked by the Direct Transfer of Benefit decision and the huge rice subsidy of centre could go to the householders direct through Jan Dhan Yojana. Dal could be without taste if Dal price shoots to/ beyond 300 Rupaiya per kilogram.
The market is now agog with the rumour that Vishnu Sharma while glancing through consultant's proposals, has hit the jack-pot. Boss is most likely to pick it up as the best vote-catcher. Every child enrolling in a school will have automatic promotion to the next class and also automatically pass even the Matriculation examination only on condition that the student writes in the answer-sheet nothing beyond his own name and the teacher certifies that the student's home has no electricity. Apart from winning votes, the scheme would make the state the most literate one in the world with least cost. Besides, the state will be combating carbon emission in a unique way; and would be even triggering a revolutionary bio engineering wonder of generating night vision capability in the youths of the state. All these advantages would make the Boss a serious contender for next year's Peace Nobel.

WHAT WE TALK AND WHAT WE DON'T

Our great Nation is talking. Issues, after all,  are earthshaking. What a shame it would have been otherwise, if the fastest growing economy of the Earth, with fast spreading education, cutting across mountain ranges and rivers, had been walking  silent today  !! 
Conversation this morning in the Park, therefore, sounded naturally lively and highly critical. At times sarcasm flew liberally, like thrown away Akademy Awards and Burger packets. I was eager to catch up from behind, despite Doctor's advice not to walk faster than my normal pace. 
They calmed down while I smiled. They were zealous about their privacy. I avoided the topics they were on though I heard their animated defence of the secular fabric of the Nation. Luckily I saw a litterateur among them. He returned my smile. I did not lose the opportunity. "Would you help?" I asked. He readily agreed.
I recounted the first two lines of the famed Muslim Devotee of Lord Jagannath-- Bhakt Salabega's Bhajan-- " Ahey Neela Saila, Prabala Matta Barana; Mo Aarata Nalini Banaku Kara Dalana" and pleaded that he told me the meaning of these lines.
There is perhaps no habitation in Odisha which is not acquainted with either Bhakt Salabega or this famed Bhajan. Very often I suspected that the acquaintance with the Bhajan was not even skin-deep with many, particularly with the youngsters. It was only the tune most of us were familiar with. Most of the words-- so simple-- have turned Greek to even many elders. The litterateur friend tried; his friends came out with different interpretations and soon the group got engaged in inventing meanings. I quietly walked past them.
This heart-touching Bhajan (Prayer)  of a Muslim devotee had perhaps been the most preferred lullaby millions of Odia Hindu mothers sang for generations. How many of the young mothers today would be able to explain to their children when they grow up the true meaning of the words Salbega used hundreds of years ago?
I remembered a young girl of the premier Women's College/ University of Odisha who was photographed just the other day, standing regally through the roof of an expensive car (Was it Audi?) flanked by two girls riding two horses. She was contesting the Students' Union Election. Her car represented the sleek slide India's youth has been induced to sit on, by the shortsighted politicians.

MY FRIEND FACES ROAD-HUMP TO SELL HIS HOUSE

He would ask me why they ( the organisation showing interest to buy his house ) are on a dialogue with the Bank at this stage ? " What is their great advantage to plead with the Bank to soften the rate of interest to around 11% and the stretch the borrowing period from 7 to 10 years? Why won't they understand that I was growing older by the day and getting sick?" he would say. I would appreciate that as I knew he was growing older and sick by the day and a bit more impatient. "I must buy an apartment soon and move in within a month. For this, I need an assurance letter that the buyer must give me within a fortnight --- a letter of assurance to buy my house and give an advance of 50% of the negotiated price-- that is 90 lakhs of rupees. What is their problem ? Why can't they do it? They are a big financing organisation. After I move to an apartment, let them take over my house and use it till they completed the sale transaction," he would say.
After I initiated a negotiation on his behalf to sell his only immovable property and zeroed in on an organisation which was in great need to buy a clean property in the city, he has been speaking to me on these lines and I listen to him patiently everyday; on some days, even more than once. He conveys the same anxiety, the same apprehension and the same sense of resignation. My wife keeps reading my face while he speaks to me over phone and signals patience the moment my face shows a any sign of fatigue. After all he has been a friend for decades and now eager to live his last days in peace. The house he had built about four decades ago where all her three talented children were born, grew and got married is now scaring him. The big compound, the coconut and mango trees and fruits; his spacious puja room, the wide varandas -- both in front and back-- no more hold out charm for him. He wants to convert the asset to cash,  share it among his children, move to a compact apartment and live in peace.
My Smartcity, unfortunately,  is not yet smart where I could organise a dozen genuine buyers within days who would rush in for a clean property in the heart of the city for only two hundred lakh rupees--- all white. Here one plays with jackals and wolves and the negotiation remains open ended. The pervading mindset seems to be to keep an issue dangling; and they see virtue in it.. Surely the city could be disaster as a smartcity.
I see no early solution to my friend's woe. The buyer, I am banking upon,  has to have a housing loan from a Bank to buy this property. And the buyer's dialogue with the Bank goes on at its own pace. I can no longer add speed to it even though I know the buyer for years. I have raised my hands up. My friend's problem is now in the Court of the Divine.

BHAAT AND DALMA --- THE SARKARI FIVE RUPEE LUNCH

The five rupee lunch houses created by the pro-people government of Odisha, has remained a non-event for me. They have a few such hunger mitigation joints in Odisha's capital city, Bhubaneswar which is also a Smart City. By now, I have only an outside view of one such centre that is on my way to the Petrol Pump in front of the Kalinga Ashoka Hotel. At times I have seen a silent, orderly line of people, about a score or two, inching towards an open door of a hall with a motor van parked quietly in front of the feeding-centre. My guess is such a centre would continue till our society was strong enough to sweep it away as an avoidable aberration.
Four days ago, however, I was involuntarily drawn towards the five rupee programme. My housekeeper handed me a piece of paper on which the grocer had written the items and price of goods purchased by him on credit. Besides items like detergent powder, a few cakes of soap, a packet of coriander seeds, the list contained details about Arhar Dal. On repeated questioning, the boy would not tell me how much was the price of the Arhar Dal. Apparently his job was only to carry the goods and the chit.
Two kilograms of Dal had been billed at Rs.324/- on the 7th of October. I found yet another chit which showed 2 kgs of Arhar Dal having been charged Rs 190/- on 24th February and yet another chit showed 2 kgs of Arhar Dal at Rs 230/- on the 7th August. Market being on fire, has by now stopped giving me burning pain. I keep the chits as coolly as they are presented to me by the housekeepers and at the end of the month, I smilingly write a cheque in front of the helpful grocer and hand it over to him, to let the housekeepers a fresh lease for marauding his shop and my finance. It has been a part of a friendly match in life. There is no rancor for losing; no throwing of bottles at the winning players or the pitch. Since governance has become indifferent to cursing, I have stopped saying one and defiling my persona. But for another reason, the other day, I felt drawn towards the feeding-centre.
Two persons I know had had their lunch in one of the centres on the 10th of this month. Both had been to the Hospital to help a sick person and had their food in a centre operating in the campus. Neither had been to such a centre in the past. One of the two is our Driver cum Housekeeper. I listened to him and he answered all my questions. The rice was not raw rice (Arua chawal) he is used to. It was par-boiled rice. It was not soft and he could not take more than two portions of the ladel which meant he was used to taking much more rice at home when the rice is Arua and is cooked soft.
I was more on Dalma, the Elixir. "Was it made of Arhar Dal"? I asked. He kept mum. I repeated my question. "Maybe, I am not sure", he said. "What were the vegetables used"? I asked. He could not see any, he said. The vegetables had been mixed well in the lentil, he explained. "Was it tasting great? I asked. He was not sure. He, however, looked a bit sad.
I thought of the unemployed youths who thronged the smart city and after the food at the feeding-centre would again walk a few miles before returning home, still without a job.
Dalma is no substitute for a job. My government is yet to realise this. With Arhar Dal costing Rs162/- per kg, Dalma has already lost.

JOURNEY WITH A FRIEND

While I studied in Allahabad University both of us became good friends. I never considered it necessary to peep into his ancestry to find out whether he was a Chaubey, a Bansal or an Asthana.He had dropped his surname before his name got recorded in his Matriculation Certificate.The name " Ramakant" was just adequate to explain him and for our friendship to blossom. 
On completion of our Post graduate course, we went back home and lost contact. After about a year, we met again, this time in a Train. He was heading to Allahabad and I was to go beyond, to Bhubaneswar. Both were returning after our UPSC interview for joining the civil service though we did not meet at Dholpur House. Maybe he had met the Interview-Board a couple of days earlier and was returning home leisurely. 
The Train had left Delhi and was speeding, ignoring small and medium scale stations. We soon got lost in conversation. Someone approached us and ascertained our preference for food. It was surely a day for celebration and we both were keen on asking for the best he could offer at the next station. Each of us was anxious to play the host but he lost. I paid the man, perhaps even a little more than he had asked for and kept the piece of paper he handed me. Ramakant and I again reminisced. We recollected our friends and teachers. 
The Train slowed down after a couple of hours and then halted at a busy station. Food trays arrived and passengers soon got ready for lunch. We waited for ours for some time; then got a bit worried. There was no sign of the man. It was now time for collecting the used food trays. 

One of the boys removing a couple of trays from the nearby cubicle noticed both hunger and frustration in our eyes. He came closer. We described the man and menu. He smiled and pronounced his judgement. We had been cheated. "No one pays before having his food tray delivered", he cautioned. We pleaded for food; he was in a hurry and left. Ramakant was carrying a few apples and bananas. That helped.

ABOUT SWANS, PIGEONS AND MONKEY

Many countries have used pigeons for transmission of messages because of the wonderful homing ability of these birds. In ancient India .Swans have had close contact with princesses and princes and between love-sick individuals. 

We used to hear stories told by mother and grandmother about ability of certain Birds to understand even what a human being spoke. In some countries not far way from ours, the intelligent monkey has been plucking coconuts. In Odisha the Police benefited for years from the services of pigeons for transmission of messages. 

The advent of activists in India who saw animals' freedom being trampled by using them for important activities, changed the scenario completely. I think the society has been the loser by the restrictions imposed. Who knows, India's Intelligence Agencies could have benefited immensely by training birds and animals to sneak into hostile territory, listen to what they talked and gave us a total account !! How much we would have benefited from monkey coconut pluckers can be realised by the harassed coconut tree owners in India. 

A time has come, I think, to revisit the issue. I see only advantage in such a policy. What is the harm if we have a talking mynah, a talking parakeet, a dancing peacock, a cute deer and even a trained monkey in every household !! Will the Activists both in and out of Government listen to this appeal !!

MICROFINANCING -- A CITIZEN'S SOCIAL RESPONSIBITY

We know the boy for a few years. He has been working on a small salary in a job that could get terminated at short notice. Millions of our country's youths are in the same state of uncertainty. Some turn to bad habits as an escape from the nagging tension; a few turn to God and keep working, on the hope that there would be sunshine soon. 

The boy, known to us, belongs to the latter category. He is the only son of his father and, at 25, thinks he should have been more helpful to his ageing father. The father lives in his village with his wife and his old mother and earns his livelihood as the priest of the Radha Krushna Temple of the village and, as such, tills the temple land and enjoys the harvest. This arrangement, however, does not give him enough. He looks after his own farmland as well, which is not large enough. His village has only eighty families and the small village does not offer many opportunities of religious ceremonies like weddings, or rituals connected with new births. He has been looking after two other Temples as well, in two nearby villages. The villagers pay him annual fee and the householder keeps his family going. 

The son realises that life day by day is getting harsher for his father who cycles thirtyfive kilometers everyday to take care of the three temples. He has been a victim of lymphatic filariasis, with associated swelling and thickening of one of his feet. He has now the added responsibility of repayment of the large loan incurred for the marriage of the daughter. For some more income, he has taken some land on temporary lease from a farmer of his village and has raised cabbages and cauliflowers. After a month, the crops would be sold in the nearby market. The son is worried on this account. His father won't be able to carry the harvest to the market in a bicycle nor would he be able to pay for hired vehicle.

The son has, therefore, decided to gift a Bike to his father and, for this, has saved money worth 40% of the cost. The rest of the amount he would borrow and repay the loan on monthly instalments. "What will you do if you lose your job before you have cleared the loan?" I asked. He had no answer. My wife volunteered and paid him the amount and asked him to get the scooter today. I liked her gesture but wanted the boy to be responsible as well. I told him to repay to her as much as he can afford, every month, without interest, so long he was on his job. He readily agreed.
He is a happy man today. He has forgotten his cold and fever and is eager to go to the showroom and bring the Bike by the afternoon. " When will you send it to your village?" I asked. He smiled and said, " Let me have the pleasure of riding it for a fortnight. I shall send it thereafter. In any case, the cabbages would be ready for harvest only after four weeks,"
