IIMs are national facilities and state capitals have hardly any overriding claim for hosting such institutions. Many institutions in India have prospered even being away from the state capitals. Anand is a case in point. Both the NDDB and IIRMA are shining examples of success. So is the National Dairy Research Institute at Karnal; Roorkie University (now an IIT); Christian Medical College at Vellore.
Some feel the Central University in Odisha should not have been in Koraput where it is languishing. The location has hardly been the main cause of the Central University falling short of our expectations. The issue basically boils down to management. The Vice Chancellor should have been taken to task for living mostly in Bhubaneswar. Coming to state level institutions, it is again a sick management that spoils an institution. The Biju Patnaik University of Technology is only theoretically headquarterd at Rourkela. The Vice Chancellor lived in Bhubaneswar mostly. Even the students did not know where the headquarters of the University was located. However, NIIT at Rourkels has no such issue. Utkal University is located at Bhubaneswar and hardly has acquired the status of a much sought after destination for higher learning. The world knows about the University when a Chief Minister faces demonstration while going to the campus or as one where examinations are hardly held on schedule.
I am therefore happy that IIM in Odisha is to be located at the ancient city of Sambalpur. Coming to the presence of IIMs close to Odisha, one should note that the new IIMs are coming up at Vishakhapatnam and Bodh Gaya too. These are close to Odisha. So is the ancient IIM at Kolkata. The basic issue is whether the presence of these national level institutions improves the chance of Odisha students getting seats there. That takes us to the sensitive issue of statndard of education in the state. As things are, the state of education in Odisha hardly evokes confidence. Let us therefore not argue over location of national institutions. We need to introspect on "Whither Odisha Education".
